On July 1, 1776, the debate on Resolution Lee was carried out as planned, and most delegates voted in favor of the resolution. In view of this great support, Congress considered that independence should be proclaimed unanimously. To guarantee this, they delayed the final vote until July 2, when 12 colonial delegations voted in favor.
