The Constitutional Convention was basically a ratification during the late 1700s (about 1787 through 1789). It was in the city of Philadelphia ( a city in Pennsylvania), which was met in the months of May & September of the year 1,787 for addressing SOME problems for weakening of the central government that kind of existed under the Confederation of Articles
The Civil Rights Act of 1964 allowed the federal government to fight racial discrimination as it was a US labor law that outlawed discrimination based on race, color, religion, sex, or national origin.
