The passage states that legislation has no power to eliminate people's instincts, or to hide racial differences that are physically obvious. If people regard each other as equals, then the law has to follow this assertion. If, however, people consider one race to be socially inferior, the law will not be able to fix this. The main idea is that the law can only reflect what society desires, but it cannot cause or correct social differences between races.

I can't see the text but as for your question most of the history in the history books seem (to most) to have happened a lifetime ago so they don't really see how it retains to them and their lives. They live in the present time so they want present events. I believe that although past history is important to learn, we must also take notice of the historic events that are taking place right now. It lets us know what countries are doing (I.e war,trade,ect.) as well as our own and how we are involved in the affairs we are currently in. Most importantly it as a lesson and a reminder to the future generations on how certain events caused certain destruction. It is a stain in time so to speak so they will not take the action's we took in the past to lead them to the repetition of our past and current mistakes.

The military policies led to modernizing the army, being provided with modern weaponry, and good training. That mad the Japanese army by far the most superior in the region. The Japanese knew that they can take down the other nations in the region with relative easy, and considering that they lacked natural resources, but the nations in the region had them, they decided to start and expansion. Little by little, the Japanese managed to conquer very large area in the coming years.
