It was the fact that the Federalists agreed to put a "Bill of Rights" in the Constitution that convinced many Anti-Federalists to support the Constitution, since this made them feel more confident that the most essential human rights would not be violated.

I believe that the most fitting answer for this question would be that the cities contained no alcohol. The Prohibition went into action in 1920 and lasted until 1933. Alcohol was largely banned, and 'dry' states banned the sale of any alcoholic beverages. Dry counties and different regulations on alcohol connected to the Prohibition are still in effect today.
