<em>It is said that federalism is a political system that consists of promoting, through the central state, the autonomy of regions, provinces or states, which together form a nation. Therefore, this political system seeks from the autonomy of the territorial entities to establish union agreements or whether they are alliances which allow to respond and quick solutions and with the greatest possible assertiveness to the problems that affect society.</em>
