It was founded in 1703 by <em>Tsar (supreme rulers of Eastern Europe)</em> Peter the Great, who ruled the Russian Empire from 1682 to 1725. He wanted to create a seaport to trade with the rest of Europe and by doing so, expand their empire and wealth. The first stone building of the city was the Peter and Paul Fortress. St Petersburg is actually called <em>the Window to Europe</em> amongst Russians and is considered <em>Russia's cultural capital.</em>
