The national climate program was released in June 2007 right about the time nations were debating climate effort internationally. China was the largest emitters of greenhouse gases and the proposed policies in the climate plan which were meant to fight this problem. Most policies were already in operation place.  

The Chinese government dedicating time on policies that affect climate change was important as it showed that political leaders were committed to fighting the problem. Much of China's contribution to these problems stem from the use of coal which is a domestic source of energy. Other contributions include the manufacturing industry which utilizes a lot of energy and emits greenhouse gases.
