The sleeper effect refers to how a dicounting cue may make us doubt the message but over time or as the time passes we are actual persuaded to believe that message so it take a longer time before our attitude get changed. This simply means at first you reject the message but over time it becomes more convincing or persuasive.

Usually you hear a message from someone you don't really trust hence you reject what they say but as time goes by you start to actual believe them.

So the hope here is that eventhough these families may take time before they actual believe that they have been a history of child abuse and domestic violence under their homes , but as time goes by they will actual get persuaded by this message, start to believe it and change their attitudes towards this situation.
