1. The document which is being revised in the cartoon is The Declaration of Independence. This document was created when America wanted to secede from its 'mother country,' Britain. It states that 'all men are created equal and endowed with unalienable rights,' however, it took many years before these rules were truly implemented.

2. The cartoon has been drawn as a reaction to the Spanish-American War and the acquisition of the Philippines for $20 million. America bought the Philippines from Spain against their will, which is why the author has changed the words of the Declaration.

3. One of the men is Theodore Roosevelt; the other one is I believe President McKinley, and I'm not sure about the third man. They are laughing at their creation, obviously happy and satisfied about it. They aren't really thinking about the country or the people they have conquered, but rather only about their personal profit.

4. The shadow watching this is George Washington, the first President of the USA. He is upset and disappointed at his creation and the people who came after him because this is not what he wanted America to become. People fighting over territory/lack of independence/slavery was not his initial vision.

5. The author is obviously against the US acquisition of the Philippines. He believes that this will take away all of the Filipino freedoms, especially given that they just went from being possessed by one superpower to another, and for such a ridiculous price.

6. Both cartoons tell me that America has become greedy for power and new territories and is not likely to stop any time soon. Although today its expansionist ideology has made a pause, its power is still very much present all over the world, and not necessarily in a good way.

For the period from the 1920s to the 1940s showed periods of prosperity and hardships for the United States.  The early twenties showed a period of prosperity as many people enjoyed many luxuries until the crash of the stock market which ushered the Great Depression where many people lost their jobs as well as their savings.  Yet through government programs and the resilience of the American people, they were able to overcome it.  The forties show America entered World War II where it had triumphed over the Axis Powers.  Following the end of the Second World War, ushered in another period of prosperity.  What I have learned is that through the good times and the bad, the citizens of the U.S. always weather out the storm of terrible times and triumph in the end.

to act with integrity, sharing with others, caring for others, promoting sound values, and guiding the next generation;

to participate actively in affairs that affect them by joining with others to create resources and facilities in their communities, and

to build leaders in their communities by identifying and nurturing people who can take responsibility for themselves and for other people.

Civil Society organizations also have civic responsibilities and a role to play in building and moulding good citizens. In order to do this they –

should help to create a good society by educating people in issues relating to active citizenship;

should play a central role in making citizens aware of their rights and responsibilities, and prepare them to undertake those rights and responsibilities;

should build community leadership through facilitating access to information and training, and

should play an effective role in promoting a strong, capable and responsible Civil Society which is able to work in partnership with an active and equally responsible State.

In view of the unequivocal obligations imposed on all States by universal human rights instruments, it is the responsibility of governments –

to uphold the constitution and ensure that fundamental human rights are guaranteed and observed;
