The Articles set up a legislative body and Congress become the highest power in USA. Only congress had the power to assign treaties, declare war,  operate post offices and participate in foreign relations. One of the major weakness of articles of confederation was that congress could pass the laws but it didn't have the authority to enforce them, Also it couldn't regulate trade or levy taxes.<em> It was extremely difficult to amend the articles of confederation. Congress was given most of the powers because they were afraid of tyranny which they had to face under the British monarch.</em>

Robert E. Lee surrendered to Ulysses S. Grant that same day, which eventually led to a domino effect with other Confederate armies surrendering shortly after. The Civil War formally ended on May 9, 1865.
