Here's the backstory on how Napoleon came to be in a position to be part of that coup and then, ultimately, seize power by himself:

The French Revolution had involved much chaos and turmoil in France. By  the time Napoleon stepped into the picture, there was a desire for law and order and stability. He brought that as a military leader who was not afraid to fire "a whiff of grapeshot" (as one historian termed it) on royalist opponents in order to control and defeat them. ("Grapeshot" was Napoleon's use of cannons like shotguns to fire shrapnel at those opposing his troops.) By the time of that event, Napoleon had already established his military reputation against the British in the Battle of Toulon.

The Directory was a 5-man committee that led France in the later stages of the Revolution.  But the Directory was ineffective and weak, and Napoleon was showing himself to be strong and effective in battles for France.  Napoleon conspired to plan a military coup, with the cooperation of two Directory members, Emmanuel-Joseph Sieyes and Pierre Roger Ducos. Before long after that, Napoleon positioned himself to be solely in charge of French government.

Washington means that the citizens have had a bit too much trust in the U.S. government  without considering that while we have freed ourselves from the British, there is still a chance that this government could also become corrupt under the hands of the wrong American leaders.

The Land Ordinance of 1784 redistributed the new lands between the Appalachian Mountains and the Mississippi River into new territories. The original states had laid claim to the new lands but Jefferson created the land ordinance to ensure new states could be admitted.

The Land Ordinance of 1785 established a systematic way to divide the new western lands into 1 acre plots to create townships. Each township contained 36-1 acre square plots. With the 16th plot reserved for a school. The act set pricing for land that stayed in place until the 1860s. The reserved plot for schools demonstrated the government's desire to create public schools and to make education a priority.

The Northwest Ordinance of 1787 created the process for lands to become a territory and then to become a state. The act stated slaves were not allowed in the Northwest Territory and all civil liberties were to be protected by the governments. This act demonstrated the progress the Founders were hoping to make and the eventual goals they had for the country in creating new lands.
