The major accomplishment was that he introduced the civil service system, wherein all educated men were selected and he sought their advice to rule over the Han Empire.  

Introduction of Paper was considered to be of much value as all the events were recorded. The Silk Route was established during his reign and major products exported were Iron, salt and silk.
