Looking through each of these options, D would not work because it does not mention the regulation industry.  You could say the same for B as there is not enough information in the answer to support the question.  Answer choice A doesn't seem to give as much factual information that pertains to both the pet food regulation industry and accuracy of information on labels as C does, so I would say C is the best answer here.
