The seventeenth amendment is a reform, since it raises a change in the way senators are elected in each state.

The Seventeenth Amendment to the Constitution of the United States (Amendment XVII) establishes the direct election of the United States Senate by popular vote. The amendment replaces Article I, Section 3, Clauses 1 and 2 of the constitution, under which the Senate was elected by the State Legislatures. In this way these people prefer that the senators are elected by the legislature of each state, in order to ensure a fluid and more harmonious communication.
