This saying may mean that someone who does not talk much, but listens to other people, probably has experience, knowledge and good judgement.

An idiom is a type figure of speech which should not be taken literally. It is established by usage that has a meaning not necessarily deductible from those of the individual words.

Idioms convey a particular sentiment, but they do not literally mean what the individual words themselves mean.

My best answer would most likely be a. Editing the language of your essay.
Editing the title is only a first impression and could be followed by a piece of writing lacking in flow. Editing punctuation would be my second choice, but it doesn't apply as much, in my opinion. And for the last choice, I'm pretty sure at least on of the three are practical options.
