The answer to the question above is the Emperor of Austria is also the King of Hungary. The Hungary has its own parliament, but the control of defense and foreign affairs goes to Austria. Under the Austro-Hungarian Compromise of 1867 was where the dual monarchy was established.

Although it is currently described as a single State, each of these territories was administered independently, with its own parliaments, governments and courts, and there was not even a common citizenship. Only in matters of national defense and foreign relations, the Austro-Hungarian Empire acted as a unified entity.
