When it came to slave states and slave free sates a balance is important. North America did not want slavery whereas South America wanted slavery.

Before a lot of people started moving west, there was an equal number of slave to slave free states, keeping the balance. Changing this balance could have resulted in war or even South America seceding and forming their own government. This means the balance between slave and slave free was extremely important during these times of uncertainty.
