The situation that you would most likely write meeting minutes is recording ideas and decisions.

Meeting minutes can be defined as written or recorded documentation that can be used to inform people what happened during a meeting and define the next steps. Therefore, it would not make sense to use them to open an email, look for a job, or request a refund.

Requesting a refund because while looking for a job you dont need to and recording ideas is just for fun and opening an  email dont matter.

well I hope im giving you the correct definition...

something that is elastic can be stretched or compressed.

For example a bungee cord(search up). It resists the change of shape even when stretched and compressed. And because of that it applies a counter force in the opposite direction in which you would call a elastic force.
