Both the rules of Queen Elizabeth I and King James I were quite different.

James VI of Scotland, also known as “James I of England” was raised by Stewart side of the family as her mother flew to England after his birth.  

“Elizabeth I of England” was the daughter of Henry VIII. Before she died, she announced James VI of Scotland as her successor.

King James I was an intelligent ruler. He is remembered for the King James English version of the Bible (translated from Greek and Hebrew). But his reign was a controversial one as he spent lavishly and also had very little contact with the middle class people of England.    

Elizabeth I on the other hand had cordial relations with the Parliament and was a famous queen. She projected herself as devoted to the well being of England, though her image suffered during the last decade of her rule.
