True, propaganda can come from both the government and the people. The government can post propaganda that makes it looks like the savior of the world, while rebels can post propaganda saying that the government is a devil. So it works either way.

It's true since propagada promotes ideologies to people to get them engaged. Technically it's brainwash, Brainwash is real. It is bad since you could make people do bad things, but its good to make people do good things.
