The practice is well accepted by members of Congress because it fits the way the select the chairman of a committee. Through the years, the seniority system has increased the power of the chairs of a committee. These are held any more by the leaders of the Republican or Democratic Party. This situation minimizes the impact of changes in voters' choices in that it gives advantages to legislators in safe districts, the districts that are heavily supported by voters who vote for one party on a traditional basis, not allowing the best person or the most qualified one to be the chairman.

Generally, research and development will have a greater risk and uncertain return on investment. Nevertheless, "research and development" are still important for the purpose of finding a better standard of living through new products and services.

 

Research and development have two main purposes, which is to create new products and to create a feature for the existing ones. Investing in research and development might be a good investment for the government so they will better up things through the result of research and development. Therefore, at the end, it will improve nations standard of living.

The safety of the public as well as the victim is paramount. Do not attempt to confront a suspected trafficker directly or alert a victim to any suspicions. It is up to law enforcement to investigate suspected cases of human trafficking.
