Through the years, the seniority system has increased the power of the chairs of a committee. These are held any more by the leaders of the Republican or Democratic Party. This situation minimizes the impact of changes in voters' choices in that it gives advantages to legislators in safe districts, the districts that are heavily supported by voters who vote for one party on a traditional basis, not allowing the best person or the most qualified one to be the chairman.
