The answer to this question is quite simple actually. As you may have noticed, all of the answer choices have colons in them, meaning that the phrase it comes before has to indicate or refer to something coming after the colon, in this case, a quote.

Choices A, B, and C all have problems in their use of the colon because they are not complete sentences and thus cannot have the colon, nor a phrase after it. That just leaves choice D: "Winston Churchill addressed the House of Commons with these famous words:"
