Answer: B. A table illustrating a decline in shelter funding over the past decade.

This is the answer because when people see such a decline, they feel obliged to support the cause. I also happened to get the answer correct on edge.

The author is trying to present these issues so that you are aware of what is going on. He is comparing it to various countries to show what they are doing and to encourage others to do the same.
