I would go with C. the first two paragraphs build tension, making the reader think something bad is going to happen. And then Surprise!! its just the brother. that is how the author creates surprise. Hope this helps! need anything else just ask! :)
I believe the best answer for this question is "entropy." Entropy is a scientific term referring to thermodynamics. It measures both the order and the disorder of a system. Order, or disorder, are both defined by how close the system is to equilibrium. Hope this helps.
