Indeed, US president Ronald Reagan had signed a similar agreement with Canada in 1998 and his successor, POTUS George Bush was approached by Mexican President Carlos Salinas de Gortari in order to sign a similar agreement with Mexico. Bush’s successor, President Bill Clinton added two additional agreements to it in order to protect labor and environmental rights and the treaty was ratified by Congress in 1993.

Federalism is the principle that government should be divided between a central power and regional powers. In the case of the 10th Amendment, if the central power doesn't have explicit power to do something then the states have the power to do so.
