What this society would need as well in order to industrialize is A. natural resources to provide fuel and raw materials for manufacturing.

The other two are needed as well, just not to industrialize. If the nations produces its own food as well, it wouldn't have to depend in external trade to get it. Well-planned cities are needed because a lot of people would move from the countryfield into the cities, and it would be needed for them to have a decent life.
