The Gulf of Tonkin Resolution was repealed because it gave the President of the United States almost unlimited military power. This resolution, passed under President Lyndon B. Johnson, allowed him to take any actions necessary to keep the peace/safety of the United States and their allies during the Vietnam War. This unchecked power of the president resulted in several different attacks and an overall increase in America's role in the Vietnam War. Ultimately, this idea backfired as the President continually sent over troops to complete a mission that was failing.

It was repealed because many people considered it to be too high of a power because it could be used to start wars wherever the president wanted without the consent of the congress.
