Let us try to put the words into a figure step by step:

Step 1:

Draw a point T.

Step 2:

With T as one end and P at another, draw a ray PT.

Here T is the non terminating end and P is the terminating end.

Step 3:

Keeping P as vertex draw and angle OPQ.

The legs OP and OP should be on the outside of rate OT(as shown in figure).

Thus PT divides the angle OPQ into two smaller angles.
