Answer:

I think that it means that people are often stereotyped by how their country fights a war. For example in Vietnam they broke many war crimes by killing 504 innocent people. You often associate vietnam and their people with the actions that they did. Another example would be in Germany where the nazis killed millions of Jews. German people are often seen as bad people because of this.
