The immigrants to Ellis Island were not detained on the island for very long. On the other hand, immigrants to Angel Island in San Francisco were not treated nearly as well.

The United States Government could not tax the states and therefore had no money, they could not control trade between states and states started putting tariffs and taxes on other states goods.
