B and C are both grammatically correct, but perhaps A is the answer because we really can't tell which is correct without additional details.

Your answer would be a because it would be kinda hard to tell what the person met because of the fact he is using 2 different tenses which will and could be very hard to read and understand what they mean. Hope this makes sense
