Kohlberg believed that the level morality based on the avoiding punishment and the gaining of rewards represents a preconventional morality.

Explanation:

According to Kohl berg preconventional morality is the first level of morality. it is the state of punishment avoidance and obedience. A child or a teen will not follow a rule because they believe that it is right thing to ignore tasks but when insisted firmly, they try to complete the tasks with a fear of punishment.

Children don't know how to discriminate between the right or wrong and they need someone to discipline them. When they grow old, they try to discriminate better between the bad and the good things and try to avoid choosing immoral actions. In the second stage of the preconventional morality, it is believed that everyone has some or the other needs to satisfied and they complete the tasks thinking the rewards they would attain.
