<span>Hamilton constructed a plan that allowed the House of Representative to represent the general population in a proportionate amount that reflects the census count in each devised area. This is all while the senate will only accept an set number of senates that are elected in order to represent the states. Each state, regardless of size, gets 2 votes from 2 representatives in the senate while the population is more evenly represented in the House.</span>

How did the Constitution ensure limited government?

This one is a little tricky with the answers, because it does deny the President the power to interpret the Constitution, and also specifically states the power the gov't has. The answer I will go with here is; It specifically states what powers the government has. I'm going with this one because the writer's of the constitution painstakingly added in many checks and balances to ensure that the gov't could stay structured and not give a branch too much power.
