First way:

¿Cómo es él?

We can translate this question into How is he like? So we want to know here how a person is like. To do this, we use the verb ser conjugated for the third person singular, which is es. The way we use this verb here is as description because it talks about the essential qualities that describe a person.

Second way.

¿Cómo luce él?

We can translate this question into How does he look like? and here we use the verb lucir translating into to look. This question stands for the simple present. So luce matches the third person singular in the simple present. By the way, we use the simple present when talking about either habitual actions or routines.
