This was Horace Mann. He helped create and design the first educational system in the United States, he was the Massachusetts' Secretary of the Board of Education and he started the "Mann's Six Principles", which were his thoughts of how he would choose decisions. He did a lot for schooling and shaped it how it really is today.

The economic system that is strictly based on command economy is the communism. This economic system is one where the government is the one that decides everything. How much is produced, what is produced, when it is produced, it is all planned by the government. The economic system that is based on market economy is the capitalism. This economic system is one where everything is owned by the private sector, whit the government not interfering in the businesses. The private businesses are able to decide what, when , and how much to produce, and their only ''judge'' are the consumers.

1) Americans did not want to have anything to do with any more European Wars, as the US went back to isolationism after World War I. 
2) Because of a mixed population, it was better to wait for a reason to declare war, as the population was divided in between the two sides.
