  • The problem was resolved by a compromise in Connecticut, proposed by a bicameral legislature with a proportional representation of states in the lower house (House of Representatives) and the upper  House (Senate).
  • The so-called Great Compromise was a solution that found a middle ground between the Virginia Plan and New Jersey Plan.
