Saddam Hussein was planning another invasion of his neighbors.

Further Explanation:

When the United States decided to invade Iraq, The world community wanted answers from the United States that what was the reason behind this invasion and was this invasion by the US even required?. The United States was of a stand that President of Iraq, Saddam Hussein was developing weapons of mass destruction and that may lead to threats to his neighbors as a world community. The United States adopted the resolution in United States General Assembly unanimously which was named as resolution 1441. All 15 members of the UNSC agreed that Iraq must be given one last opportunity to comply with the obligations and disarm all weapons-related to mass destruction and if Iraq fails to do so then Iraq may have to face serious consequences. This resolution strengthened to mandate the UNMOVIC and the IAEA and further giving them the opportunity to go anywhere and also they were given authority to talk to anyone in order for the verification of Iraq’s disarmament.
