Congress has the power to declare war and to make the rules for governing the military. There are some disadvantages, though. The American Civil War of 1861-1865 was the period of greatest danger to civilian control of the military. As the war progressed, more and more people called for a military dictatorship. Military officers stayed away from politics and many even refused to vote, feeling that this would somehow influence their service.

Yes, every country still needs a government. People are like sheep walking around with out a leader or authority. If the government were to disappear, the worlds citizens would go into a Chaotic downfall. Crime rates would sky rocket up. And the economy would fail. Too many people around the world rely on their governments for assistance like unemployment checks and protection from foreign threat.
