This included an "ironclad oath," made by at least 50% of Southern voters in each state that they had both never supported the Confederacy and that they swore full loyalty to the Union.

This was in opposition to Lincoln's 10% Plan, which only aimed to require that 10% of voters per state swear loyalty to the Union.
