Kennedy's New Frontier program was supposed to help individuals in American society both economically and socially. This included increased funding to elementary and secondary schools and providing health insurance to the nation's elderly individuals through the Medicare program. However, Congressional conservatives did not pass these programs. One of the biggest reasons why these failed to pass was due to the cost of these requests.
