Simply add all hamburgers and all sodas. 6 hamburgers and 6 sodas. $12 + $9 = $21. 

Hence, 1 hamburger + 1 soda =  = $3.50. 

Having this, everybody can solve to the end in this way, actually, without equations and using the mental math only.

do the opposite of PEMDAS. Isolate the x. Because of equal sign, what you do to one side, you do to the other.

x/5 + 9 = 4

x/5 + 9 (-9) = 4 (-9)

x/5 = 4 - 9

x/5 = -5

x/5(5) = -5(5)

x = -5(5)

x = -25

-25 is your answer for x
