The british claimed that right and felt the colonies did not have the sovereign powe to argue the point. The 13 colonies wished to keep their "power of the purse ", the power of the lower house of the colonial legislature to collect revenue and to spend the money. The whole idea of who will govern who was the questtion which dealt with 'rights of englishmen". </span>
The Constitution set up a national Government which could and did have the powers to supercede the states. The Civil War settled that issue.
