He proposed that there should be no secret treaties between countries like the treaties that helped to cause WW1. It was called "Open Diplomacy", he also said that the League of Nations should be formed to protect world peace by giving counties a chance to talk over their problems rather than start a war and fight.

Well, all the civilizations did sacrifices, but ( you may need to check just be sure) i think the Incans did the least of it. The Mayans did it a bit more regularly then the Incans and the Aztecs did the most. hope this helps!
