To find this, you must find the ratio or red to blue. To do so, you divide 3 and 15 by 3, giving you a 1:5 ratio, (1 red per 5 blue). Then, you find out how many times 5 goes into 40. Since 5 goes into 40 eight times, you multiple 1 by 8. Thus meaning there are 8 teaspoons of red paint.
