<span>France, when held under the Ancient Regime which occured prior to the French Revolution, believed in the estate system. This system meant that they divided their population up into three different groups, or estates. The first estate was the clergy, the second estate was the nobility and the third estate were the commoners. The king was not a part of any estate, but simply just the king.</span>

The Anti- Federalists claimed the Constitution gave the central government too much power, and without a Bill of Rights the people would be at risk of oppression.
