I am pretty sure that it is A. Republicans believe that there should be less government so that they will be more freedom. If you are ever stuck again just think of the civil war. The south wanted more state's rights and the north believed in a stronger government. Notice how in the south, the states tend to be republican states, while in the north tend to be more liberal (democratic).
