Different people will interpret things very differently depending on who they are and what they learn in the class they take. As I look at the picture I believe that the fish represent people trying to find their way in in life. Cornelius most likely uses the repetition to show how people try to be the same.Cornelius  was able to create stunning mathematical pieces. He focused on the division of the plane and played with impossible spaces.  He made images which cannot be constructed in the real world, but can be described using mathematics.
