Washington was in a joyful mood because Lee had just surrendered to them, and Richmond and Petersburg had conceded defeat. The crowd on that day were expecting a a celebratory speech from Abraham Lincoln their President. He promised to give a well prepared speech later.

On April 11, 1865, the crowd were gathered to hear his speech. However, instead of a celebratory speech to thrill the crowd, President Lincoln praised the Louisiana government for supporting the enfranchisement of blacks. He then proffered that his government follow through by endorsing the right to vote for all intelligent blacks who contributed to the economy and also went to war for the country. The public were disappointed by the speech.

It's designed to keep a particular group in power by promising favors. Typically, immigrants who first arrived here were impoverished, so political machines became so successful because they would promise to set immigrants up with homes or jobs or food so long as they had their vote.
So in short:

Who: Organizations whose main goals were getting and keeping power.

What: They essentially bribed immigrants for their votes.

Why: Political Machines did this to stay in power.
