In this case, it is the transform plate boundary between the North American tectonic plate and the Juan de Fuca tectnic plate. It has to be noticed though that Juan de Fuca is actually not a single plate anymore, but instead it has cracked into three smaller parts, with the part being nearby San Andreas making a transform plate boundary with the North American plate. In this type of boundary, the plates slide past each other, but they still manage to create a lot of tension around the boundary, resulting in cracks in the crust, or rather faults. The faults are parallel with the boundary, and can vary a lot in width and depth, and one of the best examples in the world for this type of fault is San Andreas in California.

3. population explosion: there are more and more Africans born, and there are not enough resources to sustain them all
