Mongols were apart of the infamous Mongolian Empire. 

It was a nation that lasted from <span>1206 to 1368 and that has conquered most of Eurasia (Europe and Asia). It formed many kingdoms as it conquered more and more, but then, it collapsed due to poor leadership of Kublai Khan, black death, and a successful overthrow of it by Ming Empire.</span>

However, when they arrived to place the truck bomb, street work was being conducted in front of the courthouse so the truck could not park there. The Federal Building then became a target.
